Studios to 4 bedrooms, duplexes and penthouses - off-plan from developer in Ras Al Khaimah: the asset in detail

Costa Mare is Ellington Properties' first project outside Dubai: beachfront residences on Al Marjan Island with direct beach access and views of the upcoming Wynn resort. Studios, 1 to 4 bedroom apartments, duplexes, penthouses and villas, with handover scheduled for Q3 2028. Here are the numbers, the risks and our decision.

Al Marjan Island is Ras Al Khaimah's man-made archipelago, under an hour north of Dubai. The island is being repositioned around Wynn Al Marjan Island, the first resort in the UAE with a gaming licence, scheduled to open in 2027. Top-tier developers are launching here, and beachfront land is becoming scarce.

Costa Mare is Ellington's answer to that market. The Dubai boutique developer, known for Belgravia in JVC and DT1 in Downtown, brings its signature to the island: fluid architecture, natural materials, maximised sea views, smart home features and direct access to a private beach. The range goes from studios to 5 and 6 bedroom villas, including duplexes and 4 bedroom penthouses.

Prices published by agencies start around AED 1.5M for the smallest units and around AED 2.8M for a 1 bedroom, depending on floor and view. The 70/30 payment plan spreads the effort: 20% on booking, 50% during construction and 30% on handover, scheduled for Q3 2028. Confirm prices unit by unit with the developer.

WAH! Note

Ellington's design signature, a beachfront plot with a private beach and views of the Wynn resort: a BUY on sea view units, bought on the right floor at the right price.

Our investment analysis, criterion by criterion

Market

Ras Al Khaimah is the most dynamic emirate market right now, driven by a dated catalyst: the Wynn resort opening in 2027. On Al Marjan Island, beachfront land is limited and largely allocated. A project with a private beach and views of the resort sits in the most sought-after segment of the island.

Entry price

Tickets start around AED 1.5M and a 1 bedroom sits around AED 2.8M. That is the price of a premium beachfront product, without a dramatic launch discount. The margin comes from unit selection: direct sea view, high floor and orientation towards the resort.

Yield

We target around 7% gross on furnished short-term rentals once the resort is open, and closer to 5.5 to 6% on long-term lets. These are WAH estimates, to be confirmed against actual island rents after 2027 and net of service charges.

Liquidity and resale

Ellington products are among the most liquid in their segment: the secondary market for Belgravia in JVC and DT1 in Downtown is active, and sea view units resell before handover. Resale will play out between the resort opening in 2027 and handover in Q3 2028. The Ras Al Khaimah market remains narrower than Dubai's, but a buyer brand like Ellington partly offsets that depth.

Risk

Ellington has delivered in Dubai since 2014, with visible references such as Belgravia and DT1: execution is proven. Costa Mare is, however, its first project in Ras Al Khaimah, and the island's value depends on the Wynn resort timeline. The 70/30 plan, with 30% on handover, limits exposure during construction.

The Ras Al Khaimah market: what to know before you invest

Al Marjan Island at a glance

Four man-made islands, nearly 8 km of beach, international hotels already operating and Ras Al Khaimah airport twenty minutes away. Dubai Marina is under an hour's drive. The island is freehold: foreigners buy with full ownership.

Our area analysis: Al Marjan Island

What the Wynn resort changes

Wynn Al Marjan Island, the first UAE resort with a gaming licence, is due to open in 2027. It brings thousands of jobs, a new tourist clientele and short-term rental demand the island never had. It is the engine of the expected revaluation, and the main risk if the schedule slips.

Buying off-plan in Ras Al Khaimah

You buy directly from the developer, with registration at the Ras Al Khaimah land authorities and payments into the project escrow account. Budget for registration fees at handover and admin fees. No local tax on rent or capital gains.
